KIEV RAISES STAKES

EVIDENCE DESTROYED?

“The terrorists, with the help of Russia, are trying to destroy evidence of internatio­nal crimes,” the Ukrainian government said. Meanwhile, OSCE officials say access to wreckage hampered by armed men from rebel forces. Later, rescuers gathered dead at the crash site under rebel watch.
