GOVERNOR SEEKS COPY OF AZAM’S STATEMENT
LUCKNOW: Governor Ram Naik has sought unedited proceedings of the Vidhan Sabha with regard to parliamentary affairs minister Mohamamd Azam Khan’s statement in the house about the governor’s right to keep a bill pending in Raj Bhawan. In a reference to the UP Nagar Nigam (Amendment) Bill 2015, Khan said the governor should give reasons for keeping any bill pending with the Raj Bhawan.

LUCKNOW: Governor Ram Naik has sought unedited proceedings of the Vidhan Sabha with regard to parliamentary affairs minister Mohamamd Azam Khan’s statement in the house on Tuesday about the governor’s right to keep a bill pending in Raj Bhawan.
Taking a serious note of Khan’s statement in the house, the governor has sent a letter to speaker Mata Prasad Pandey and sought an unedited copy of the minister’s statement. In an obvious reference to the Uttar Pradesh Nagar Nigam (Amendment) Bill 2015, Khan said the governor should give reasons for keeping any bill pending with the Raj Bhawan.
The bill has provisions for removal of mayors for financial irregularities and misconduct in office.
The speaker said the governor had the right to keep a bill pending.
Khan, however, said the state government should be informed about flaws in any bill. The state government was ready to take any bill back if the lacunae in the same were communicated, said Khan. Though he had been elected to state assembly several times, he was still learning certain things, he said.
“The mirror shown to us (state government) should turn towards their side (governor) as well,” said Khan. He added that the bill was connected to the state’s development.
Khan’s observations came after the governor’s message with regard to the UP Financial Establishments Protection of Interests of Depositors Bill 2015” was read out in the house under the provisions of Article 175 (2) of Constitution of India. The governor had referred the bill to President. The union government expected that the state government should send a new bill to the President for his assent after consulting different ministries. A new bill was thereafter passed and sent to the President for his assent. The President gave his assent to the bill on June 8, 2016. The governor said the state government was, however, yet to withdraw the 2015 bill. The state government should consider withdrawing the bill, he added.
