Flats not allotted on time, buyers accuse LDA of favouring developer

LUCKNOW: Flat allottees at Parsvnath Planet housing apartment in Gomti Nagar on Monday accused the Lucknow Developmen­t Authority of turning a blind eye to their complaints against the developer who has failed to complete the project on time.

The Parsvnath Developers Limited had launched the project in 2006 with an undertakin­g to handover the flats to allottees in December 2009.

The LDA had approved the map for 10 residentia­l towers. The allottees said that despite paying the entire amount, the flats had not been handed over to them till now.

They have also accused the LDA of issuing partial completion

certificat­e to seven out of 10 towers of the Parsvnath Planet project in Vibhuti Khand way back in 2015 even when a large number of flats in the towers were still incomplete. In all, there are 540 flats at the Parsvnath Planet housing scheme.

The allottees accused the Parsvnath Developers of threatenin­g them to withdraw the FIR they had lodged against the constructi­on company.

“In connivance with the developer, the LDA had issued partial completion certificat­e to seven towers (1,2,3,7,8,9,10) of the developer in 2015. However, more than 200 flats in these towers are still incomplete till date,” Alok Singh, one of the allottees, told newsmen on Monday.

Singh also accused the LDA of conniving with the builder to amend the original layout of the project.

“The LDA secretly approved the developer’s proposal to amend its group housing plan in 2014 and gave consent to construct a commercial tower in the housing project,” said Singh.

However, UP Apartment (Promotion of Constructi­on, Ownership and Maintenanc­e) Act, 2010, makes is mandatory for the developer to get consent of twothird of the allottees before proposing any amendment in the original plan.

“A staff member of the developer is also issuing threats to us to withdraw the police complaint and to stop pursing the case at the state consumer forum,” Singh added.

It may be pointed out that the allottees are contesting the case at the state consumer forum, Lucknow, against the developer.

Another allottee, Priyanka Jauhri accused the developer of trying to get completion certificat­e from the LDA for its three remaining residentia­l towers– four, five and six- which are still incomplete. As a last resort, the allottees have planned to move to the high court against the developer to get justice.
