The Congress (114 seats) doesn’t have majority in the 230-member House. The new CM has the support of the BSP and the SP. He will have to take everyone along and keep his flock together despite pressure by smaller groups
He will have to balance the aspirations of six different regions in cabinet formation
He will have to effectively implement the Congress’s promises of farm loan waivers and better prices to farmers
As the Congress returns to power after 15 years, he will have to bolster the party on the ground ahead of the 2019 general elections. The new CM will have to manage the caste matrix in cabinet formation and keep factionalism at bay
He will have to tackle an aggressive the BJP, which will now be in opposition
He will have to fulfil the Congress’s election promises of farm loan waivers within 10 days, free medicines and unemployment allowance
The new CM will also have to manage the state’s finances efficiently as these promises may cost around ~50,000 crore, which is about one-third of the estimated revenue receipt for 2018-19
