Dist admn invokes Section 144, bars protests in VIP areas
LUCKNOW: Now, agitating in Cantonment, Hazratganj, Gautampalli and Hussainganj areas can lead to legal action being initiated against people. The district administration has invoked Section 144 of the Criminal Procedure Code (CrPC) of 1973 in these areas. Under the section, assembly of more than four persons is prohibited in a given locality.
District magistrate Kaushalraj Sharma said that the decision was taken in view of the upcoming elections as well as the ongoing strike by the state government employees.
“Strict action will be initiated against those found demonstrating in VIP and heavy traffic areas, including Gautampalli, Hazratganj, Hussainganj and Cantonment,” said the DM. He also issued an order regarding this.
The DM’s order mentioned a list of upcoming festivals and other important occasions when security would be tightened in these areas.
“Anti-social elements and demonstrators may try to breach peace on occasions such as the state assembly’s budget session, UPSC/ SSC and other examinations, including those of high school and intermediate level, Mahashivratri, Basant Panchami, Sant Ravidas Jayanti, Holika Dahan, Holi, Sheetla Ashtami and Hazrat Ali’s birthday,” read a part of the order.
It further stated that anyone, be it a government or a private firm employee or any individual, found demonstrating in these areas would have to face action under section 144 of the CrPC. It also disallowed effigy burning within city limits.
The order laid strict guidelines for hotels, guest houses, clubs, auditoriums, halls and lawns too. Barring marriage programmes, annual functions by private organisations and sports events, no other function will be organised on the premises of such establishments. Also, no rally or procession will be allowed without prior permission from the district administration.
“The order will remain effective till April 4, 2019,” it read.
