Principal secretary, infrastructure and industrial development, Rajesh Kumar Singh said, “The second ground breaking ceremony will be in Kanpur. It is likely to be held on February 27 but the programme is yet to be officially finalised.”

A government official said: “Kanpur has been strategically selected for the mega event. From this industrial town, which has been the BJP’s stronghold, the party wants to draw political mileage for the forthcoming Lok Sabha polls.”
