Transfers and posting is not a routine affair in our department. There are no favourites. Officers are transferred out or sent to a particular district on the basis of their performance which is evaluated in a completely objective and transparent manner, MAHENDRA SINGH, rural development minister
NP Singh and principal secretary Pankaj Srivastava, were invited by the minister to be present at the day-long appraisal exercise.
A blackboard was put up on the stage and the department made the use of special software for tabulation of the score that each officer got on the basis of his performance.
“Based on priority accorded by the government to its various schemes and projects, we have allotted marks and an officer’s performance is evaluated on these indicators,” said Singh. At the end of the exercise, the officers on top of the merit list were given the prerogative to choose a district of their choice. “Of the 39 officers who were shuffled, there were four chief development officers, five joint development commissioners and several district development officers but there was no resentment or complaint from any officer,” said Singh.
“Besides performance indicators, directives and guidelines issued by the Election Commission in view of Lok Sabha polls to transfer out officers who have completed three years of service at one place was also kept in mind,” he said.
