Here, performanc­e is deciding factor in transfers, posting

LUCKNOW: Unlike other government department­s where transfers and posting is a routine affair, the UP Rural Road Developmen­t Authority (UPRRDA) reshuffles its officers in a different manner.

Officials of the department held a meeting, presided over by rural developmen­t minister Mahendra Singh, at Ganna Sansthan auditorium in Dalibagh where marching orders were given to officers on the basis of their performanc­e.

NP Singh and principal secretary Pankaj Srivastava, were invited by the minister to be present at the day-long appraisal exercise.

A blackboard was put up on the stage and the department made the use of special software for tabulation of the score that each officer got on the basis of his performanc­e.

“Based on priority accorded by the government to its various schemes and projects, we have allotted marks and an officer’s performanc­e is evaluated on these indicators,” said Singh. At the end of the exercise, the officers on top of the merit list were given the prerogativ­e to choose a district of their choice. “Of the 39 officers who were shuffled, there were four chief developmen­t officers, five joint developmen­t commission­ers and several district developmen­t officers but there was no resentment or complaint from any officer,” said Singh.

“Besides performanc­e indicators, directives and guidelines issued by the Election Commission in view of Lok Sabha polls to transfer out officers who have completed three years of service at one place was also kept in mind,” he said.
