BAREILLY UNIV ADDS TRIPLE TALAQ BILL TO SYLLABUS

BAREILLY : Days after CM Yogi Adityanath exhorted educationa­l institutio­ns to come forward and teach students about triple talaq bill and women empowermen­t, the Mahatma Jyotiba Phule Rohilkhand University in Bareilly has introduced a course on the subject for its LLB and LLM students. “We have revised the syllabus of LLB and LLM and included Muslim Women (Protection of Rights on Marriage) Bill 2019 in it from September 11. Ours is probably the first university in the state to induct the bill into its syllabus,” claimed head of the Law Department Amit Singh.

Adityanath had on Teachers’ Day urged educationa­l institutio­ns to take up the path-breaking step of the Narendra Modi government in banning instant triple talaq and teach it as a subject.

Singh said he was glad that the university took the lead in this regard and expressed hope that the decision apart from creating awareness would have a positive impact. “Already one of our student is pursuing her doctorate on triple talaq,” he said.

“This is a welcome move. I would rather like all other universiti­es to similarly follow suit and introduce triple talaq as a subject and teach students, especially girl students, so that they create awareness and also at the same time help victims of tripe talaq,” said Farhat Naqvi, who runs an NGO which takes up triple talaq cases.

She said despite the ban on triple talaq, cases still abound where Muslim men were giving instant triple divorce over phone, through SMS or directly. In fact, western UP topped the list for maximum number of cases ever since Parliament passed the Muslim Women(Protection of Rights on Marriage) Bill 2019, more popularly known as Triple Talaq Bill.

According to the data available with the UP Police, of the 216 FIRs filed by Muslim women against triple talaq by August-end, 26 had been registered in Meerut, followed by Saharanpur and Shamli where 17 and 10 cases respective­ly had been lodged, said a senior police official adding that the three cities had a sizeable Muslim population.

“Mostly the reasons behind cases of triple talaq are dowry, property dispute and domestic violence, as per the FIRs lodged,” said DIG of Bareilly range Rajesh Pandey. Farhat Naqvi, however, lamented that except in two-three cases, no arrest had so far been made in the majority of cases as the police were not pursuing them seriously enough.

Pandey denied this saying UP director general of police OP Singh had given clear instructio­ns that TT law should be followed in letter and spirit. He said the arrest of the accused, depend on a case-to-case basis.

The police, he said, were being sensitised about the issue and an impact analysis would be carried out very soon to assess the efficacy of the law.
