Distribution of vaccines is clearly not based on population size or active cases. UP received just about the same amount of vaccines as Rajasthan. Similarly, Chhattisgarh, Kerala, and Tamil Nadu — all with high numbers of active cases — received fewer vaccines than Bihar. There must be a transparent and dynamic methodology — it’s just that we don’t know what it is.
