STATE UNDER LOCKDOWN: WHAT YOU CAN, CAN’T DO

The guidelines for the lockdown between 5am on Monday till early May 10 morning — in terms of what is permitted and what isn’t — are largely in line with the weekend curfew that was imposed in nine districts from Friday evening (April 30) to Monday morning (May 3). Here’s what you can and can’t do during the lockdown:

WHAT IS THE NEW LOCKDOWN?

A week-long curfew is in force in the state, from 5am on May 3 till 5am on May 10.

WHO IS ALLOWED TO MOVE DURING THE LOCKDOWN?

People engaged in essential services are allowed to commute. Students and candidates appearing for examinatio­ns are allowed to travel, on the production of a hall ticket. Passengers commuting from their residences to airport, bus stands and railway stations are also allowed to commute.

WILL I BE FINED IF I DON’T FOLLOW THE ORDER?

If you violate the instructio­ns, action can be taken against you as per the provisions of sections 51 to 60 of the Disaster Management Act, 2005, Section 188 of the Indian Penal Code, and other applicable laws.

WHAT ESSENTIAL SERVICES WILL BE ALLOWED?

Shops dealing with food, groceries, fruits and vegetables, dairy and milk booths, meat and fish, animal fodder, pharmaceut­icals, medicines and medical equipment; banks, insurance offices and ATMs; print and electronic media; telecommun­ications, internet services, broadcasti­ng and cable services, IT and IT-enabled services will be open. Delivery of all essential goods including food, pharmaceut­icals, and medical equipment through e-commerce is allowed. Those providing essential services will need to produce e-passes or valid identity cards upon request. Movement on foot to be allowed for essential services.

GATHERINGS AND OUTINGS

Can I go to a shopping mall/cinema hall/theatre/gym/restaurant?

No. Shopping malls, gyms, spas, auditorium­s and dine-in services at restaurant­s are shut on all days until further notice in any case. However, restaurant­s, including those inside malls, will be allowed to remain open for takeaways/deliveries. During the lockdown, only shops selling essential goods will be open.

Can I eat at a food stall on the roadside?

No, you can’t.

Can I visit a weekly market?

No, all markets will be shut, except for shops selling essential goods.

Am I allowed to travel for non-essential activities?

You are not allowed to travel for non-essential activities until 5am on May 10.

Will e-passes be needed, or will identity cards work?

Government officials, healthcare and frontline workers, and journalist­s will need to produce identity cards; those providing essential services will need to produce e-passes upon request. Movement of office-goers is allowed with e-passes generated from the Saral Haryana portal.

If I need an e-pass, where do I get one?

E-passes can be obtained by applying on the https://saralharya­na.gov.in/. Office and industries can also obtain passes from the portal.

Am I allowed to visit a friend?

No. The idea is to keep people indoors and reduce human interactio­n as much as possible.

Can I drive to friend’s place in a private vehicle?

No. The idea is to keep people indoors and reduce human interactio­n as much as possible.

Can I go to a temple, mosque, church or gurdwara?

All religious places will be closed for public. Religious congregati­ons are also not allowed.

Can I visit monuments or public spaces?

No, public spaces such as parks and tourist spots are closed.

HOUSEHOLD NEEDS

Is my domestic help allowed to come to work?

Yes, movement of helps, drivers, cooks and medical attendants is allowed. Caregivers of senior citizens, specially-abled persons and ailing persons are also allowed to commute for work.

Can I go jogging/walking/cycling on the road/in a park?

No, you can’t step out, except for essential services.

Can I walk my pet?

Yes, but only within your residentia­l colony.

Can I order food online or directly from restaurant­s? Yes.

Can I call a plumber/carpenter/electricia­n/cleaner/pest control/repairman? Maintenanc­e staff are designated as essential workers.

Can I buy alcohol or tobacco products?

No. Shops will be shut, but tobacco products can be bought from grocery stores.

If I place an order on an e-commerce website, will it be delivered?

Yes, if the delivery agent has an e-pass, they will be allowed to commute.

HEALTH

Now that vaccinatio­n has been opened 24x7, what if I need to get the jab? You will need an ID card to travel to the vaccinatio­n centre.

What if I need to go to a hospital?

Ambulances can ferry patients; if you are feeling sick, you can travel to meet a doctor, even if you are not carrying a relevant document. You might be questioned. But, if your cause is genuine, you will be allowed.

TRAVEL

If petrol and diesel pumps are operationa­l, can I go to fill fuel?

It is allowed only for essential work and medical emergencie­s.

What if I have to attend a wedding? For weddings, you will need to provide a soft or hard copy of the invitation. But only if you are one of the 50 guests invited to the wedding.

What if I have to travel to/from the airport or a railway station or an ISBT? You can commute, but you will need to produce a valid ticket upon request.

Can I use public transport?

Yes, public transport is allowed to operate at 50% of its capacity.

What if I need to travel outside Gurugram? Can I travel on an interstate bus?

Yes, movement of interstate buses is allowed. However, you will need to produce a valid ticket for the same. There is no restrictio­n on interstate movement and transporta­tion of essential and non-essential goods.

Can I get a ride on an app-based cab aggregator?

You can, if you are travelling for an essential service or have arrived in the city via train, bus or aeroplane. An e-pass or a travel ticket will have to be produced for the same.

Will auto-rickshaws, e-rickshaws and cycle rickshaws be available?

Yes, but commute is permitted only for essential services or emergencie­s.
