IMPHAL: Police in Manipur have directed all district units to immediately set up monitoring cells to keep tab of all posts, uploads and comments on social media platforms to check unlawful content and communal posts.

The order was issued on July 15 by Additional DGP (Intelligence) Ashutosh Kumar Sinha. It came four days before the Supreme Court directed the Manipur government to immediately release political activist Erendro Leichombam who was imprisoned since May under National Security Act (NSA) for a Facebook post.

Citing an earlier order issued in September last year, the new directive stated that all superintendents of police will be members of the central social media monitoring cell of the police.

It asked the members to “continuously monitor all posts/ uploads/comments posted in all dialects of Manipur on all various social media platforms and bring to the notice” of senior officials whenever “unlawful content” and “communal posts”, which “could have detrimental effects on law and order” are found. Urging district officials to take prompt legal action whenever required, the order directed them to set up social media monitoring cells in their units, the order added. HT has reviewed a copy of it. The DGP asked the social media monitoring cells of all district police units to check the national cyber crime reporting portal for posts related to their districts and also submit a report every fortnight on the status of monitoring and actions taken.

On Monday, following the Supreme Court order, Leichombam was released from a jail in Imphal. His friend and journalist Kishorechandra Wangkhem, who was also arrested In May for a Facebook post, is still in jail. Both Wangkhem and Leichombam were arrested after they wrote Facebook posts commenting how consumption of cow urine and dung were no cure for Covid. Their comments alluded to the death of Manipur BJP president S Tikendra Singh from the disease.
