Panel suggestion to unify transport gathers dust

Citing data that 30 per cent of driving licences in the country were bogus, the minister said that a new system would be put in place to replace the Motor Vehicles Act.

“As per a report, 30 per cent of the driving licences in the country are bogus... We are going to change the 1988 Motor Vehicles Act by which we will have a centre comprising all records of drivers. That would help solve the problem of accessing the accident and criminal records of drivers,” he said. NEW DELHI: After the December 16 gangrape two years ago, a parliament­ary panel had suggested “a total revamp” of the transport system in National Capital Region.

The panel, in its report submitted to parliament had suggested setting up a unified, umbrella authority which would operationa­lize, manage, regulate and also ensure enforcemen­t in transport system.

However, Several protests and national outrage later the 26 suggestion­s are gathering dust.

Among other issues recommende­d by the parliament­ary standing committee on transport, tourism and culture was a “stricter licensing system” in Delhi.

“The creation of NCR posed newer challenges for promoting a seamless, accessible, safe, affordable and comfortabl­e transport in the region,” observed the panel.

In its extensive report, the multi-party parliament­ary panel found that in Delhi there is “no formal coordinati­on” between different agencies involved in the transport management. “The planning is with the urban developmen­t ministry, traffic is managed by Delhi Police which is under the home ministry but the NCT Transport Department is responsibl­e for issuing licenses and registerin­g vehicles.

“Each Ministry/Department performs its duties exclusivel­y without having any formal between them,” panel observed.
