State’s property registration model sets example in country

The Department of Industrial Policy and Promotion (DIPP) is studying Rajasthan’s standardisation of property documents as one of the state-level best practices for investment promotion.
At present, the DIPP is studying 10 state-level best practices, which will be carefully documented for nationwide replication. Bureau of Investment Promotion of Rajasthan has introduced 34 types of standardized property registration documents.
“The ease of preparing property documents has improved due to standardization of property documents. The time for entire process of registration was brought down from 72 hours to 30 minutes,” said an official who did not wish to be named.
The standardisation of property registration documents has also enabled self preparation of property registration documents. DIPP’s selection criteria for identifying these best practices is based on World Bank ‘doing business’ report, surveys
by Confederation of Indian Industry (CII) and presentations made by the state government.
The ground for the standardisation of property documentation was laid by project Sarthi, an e-governance initiative of the state government that has been implemented at the tehsil-level.
The objective of this project was to replace the traditional manual practices by a more efficient and effective single window services to the common man. It included the services of sale of immovable property, lease, gift, mortgage, and power of attorney.
“Under the project, the revenue collection management has become more effective. In addition, uniform stamp duty collection has resulted in reduction of registration time,” the official said.
CII Rajasthan director and state head Nitin Gupta said the Rajasthan government has taken proactive measures under ease of doing business in last three years in different fields and these have been appreciated by the industry members.
