The probe had revealed that the administra­tion of the school where Rameez was teaching hadn’t taken action, except for firing him, even after the matter was brought to its notice. The police later arrested a person from the school management and booked him under the POCSO Act for hiding evidence.

“It is of utmost importance that the judiciary disposes of such cases quickly as it becomes traumatic for the victims if the accused isn’t arrested and continues to pressurise her,” said Kalra.

The data also revealed that 16 such cases have remained inconclusi­ve after the final reports were submitted.

“The government should take immediate steps to ensure disposal of such cases within a short time. Action should be taken against those responsibl­e for the delay,” said child rights activist Deshraj Singh.

Home minister Gulab Chand Kataria on Sunday said implementi­ng new formula of Centre-Sponsored Schemes (CSS) will put additional financial burden on states, which should be borne by the centre.

Kataria expressed the view while addressing the XI-Inter State Council Meet held at Vigyan Bhawan in New Delhi on Sunday.

The meeting was attended by union home minister Rajnath Singh and finance minister Arun Jaitley, besides chief ministers and ministers.

Kataria said in majority of CSSs, the proportion of financial partnershi­p between the centre and states is 75:25, but the new formula of 60:40 ratio will put additional financial burden on states.

The minister also mentioned about the financial difficulti­es being faced by states in the implementa­tion of Pradhan Mantri Aawas Yojna, he said.

Kataria said that states should also be given share in the cess and surcharge levied by the central government, so that the states could also easily fulfil their financial responsibi­lities.

Replying on the issue, Jaitley said the issue will be resolved once the Goods and Services Tax will comes into force, as states will be compensate­d.

The fact that many of these teachers (accused of sexual violence) are suspended for a short time and then reinstated is also a matter of grave concern
