Ensure no caste bias in transfers: Kataria to DGP

:After complaints of caste bias in deciding transfers and postings in the police department, home minister Gulab Chand Kataria has asked the police department to ensure that there is no such bias.

Kataria said that he has told DGP Om Prakash Galhtora to direct SPs of all 33 districts to ensure that one caste does not get a majority in the transfers. “I have asked the DGP to tell the SPs to take care that during transfers and postings, persons of one caste should not get preference,” he said.

Kataria said he acted after complaints from Jaipur. He did not specify the caste against which the complaints were made. “I was given a list with names and castes of police personnel posted in Jaipur. Based on it, I have given directions to the DGP,” Kataria said.

According to sources, the home department received complaints about the imbalance in caste representa­tion. The complaint was that in several police stations there is a dominance of a particular caste.

Based on the complaints, Kataria had taken up the issue with the DGP.

A former DGP, who did not wish to be named, agreed that there have been instances where police stations are dominated by personnel of a particular caste. But he said it was expected as particular regions of Rajasthan predominat­e in the police recruitmen­t.

He said that a large number of candidates areas such as the Shekhawati belt, Jaipur, Alwar, Bharatpur get selected in police recruitmen­t.

“Generally, the candidates from these regions are physically stronger and naturally get selected,” he said. He did not, however, rule out individual bias in the selection process.

According to the ex-DGP, not only at the stage of postings and transfers but the dominance has to be considered at the stage of recruitmen­t too. “Some regions such as Mewar and Kota and the Hadoti region lag behind in recruitmen­t,” said the ex-DGP.
