BARMER: The third instalment of Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) has been released to only 23% farmers registered under the scheme in Rajasthan, shows data on the official website.

The remaining farmers have been found ineligible for the scheme due to “mismatch in data”, as the data provided by them on the portal do not match with that in the Aadhaar card, said officials dealing with the matter.

As per the official website for PM-KISAN, 5112,168 farmers registered for the scheme in Rajasthan. Against the total registered beneficiaries, government had released the first instalment to 3995,585 (approx 78%) farmers. Later, the second instalment was released to 3406,922 farmers, which indicated that 12% farmers were deprived of the second instalment.

The government has released the third i n s t a l me n t o f PM-KISAN to only 23% of the registered beneficiaries, which has come as a shock to the left out farmers.

Dalaram Batesar, district president of Bhartiya Kisan Sangh in Barmer, said that a large number of farmers were not getting the third instalment due to some technical hurdles in software. When they enquired, it was found out that it is because of mismatching of Aadhaar details, he added. He said they are not questioning the government’s procedure, but at the same time government should understand that farmers are not technically expert. “It is not possible for every farmer to reach out to nodal officer. Also, one single agency cannot sort out the issues in large number,” he added.

“To sort out this problem, government should organise camps in respective areas to ease the process for the farmers,” Batesar said, adding that they will raise the issue on October 10 when they are going to sit on an indefinite agitation on farmers issues.

Government officials claimed that the third instalment was not released to those famers whose names did not match with their Aadhaar details. The official data show that names of 3936,918 farmers in Rajasthan did not match with their Aadhaar details.

Presently, thousands of farmers are getting a message on their registered mobile number that their name on the application and the name on Aadhaar card did not match.

Such farmers have advised to either visit ‘Farmers Corner’ section at the PM-KISAN website to update their details or contact the nodal officer for the scheme.

The messages are being sent by PM-KISAN team, Ministry of Agriculture and Farmer Welfare.

Mohan Kumar Singh Choudhary, analyst cum programmer at the Department of Information Technology and Communication in Barmer and nodal officer for the PM-KISAN scheme, said that recently government has made some changes to the scheme. “Third instalment under PM-KISAN could not be transferred to some beneficiaries as government has recently made it mandatory for the beneficiaries to link the Aadhaar card with the bank account. It could not be released only to those farmers whose names are not matching with their Aadhaar details. These farmers are advised to correct their details so that the third instalment could be released to them,” he said.

In Ganganagar district, less than 1% farmers have received the third instalment under PM-KISAN. The official data reveal that only 0.86% farmers have received the third instalment in the district. According to the data, in Ganganagar 92,802 farmer registered themselves for the benefits under PM-KISAN. Government released the first instalment to 66,102 (71.23%) farmers in the district and the second instalment to 58,548 (63.09%) farmers, but the third instalment was released to only 800 (0.86%) farmers in the district.

Similarly, in Jaisalmer and Bikaner districts only 6% farmers have got the third instalment under the scheme. In Bikaner, against 93,791 registered farmers, government released the first instalment to 74,205 (79.12%) farmers and the second instalment to 47,326 (50.46%) farmers, but the third instalment was released to only 5,705 (6.08%) farmers.

In Jaisalmer, against 28,314 registered farmers, government had released the first instalment to 24,358 (86.03%) farmers and the second instalment to 16,787 (59.29%) farmers, but the third instalment was released to only 1920 (6.78%) farmers.

T h e Modi g o v e r n ment launched the PM-KISAN scheme before the last Lok Sabha elections with a view to augment the income of small and marginal farmers. Under the scheme, the beneficiaries are provided with Rs 6,000 per annum in three instalments.
