New transfer policy: Chief secretary issues notificati­on

LUCKNOW: A day after the Uttar Pradesh cabinet approved the new transfer policy for government employees, chief secretary Durga Shankar Mishra issued a notificati­on in this connection for the year 2022-23 on Wednesday.

According to the new policy, the state government department­s will be able to carry out the transfer of officers/employees, up to June 30, 2022.

Group A and B employees who have completed three years in a district or seven years in a division will be shifted. The officers who have completed three’ years posting at the headquarte­rs or the department head office will also be transferre­d, according to the policy.

The policy also provides for transfer of a maximum 20% of the strength of a cadre of officers/ employees working in Group A and B, and 10% of strength of employees working on Group C and D posts. The employees whose integrity is doubtful will not be posted to the sensitive posts. Group A and B officers will not be posted in their home district, according to the policy.

The employees who have been promoted or are on the verge of retirement will be transferre­d. The employees will get transfer on medical grounds. The physically challenged employees will not be transferre­d until there is a serious complaint against them. But, on request, a physically challenged employee can be transferre­d to the home district, he said. According to the policy, the transfer of Group B and C personnel should be carried out through merit-based online transfer system. It emphasises that the government order dated May 13, 2022 about the change of area of work of Group C personnel should be strictly implemente­d.
