In defence of federalism

This refers to Mark Tully’s Poll results show the power of federalism (May 9). It is encouraging to see the author express such optimism about the primacy of India’s federal system of governance. A top Congress leader recently wondered if one swallow makes a summer, but one must remain hopeful.
