THE PROCEDURE
The crime branch is in the process of compiling a dossier, containing details of 17-18 criminal cases against Ravi Pujari for his extradition
THE DOSSIER
The task is daunting as every document has to be translated into English from Marathi (by authorised law firms) for Senegalese authorities. It will not only contain details of the outcome of the trial in each case, but also copies of the (production) warrants issued against Pujari Step 1 The dossier and a formal extradition request are likely to be submitted to the state Home department next week. There, the additional chief secretary (home) will put his signature on the dossier and forward it to the Ministry of Home Affairs (MHA) in New Delhi
Step 2 The legal wing of MHA will forward it to the ministry of external affairs (MEA) after a thorough check of the documents. A forwarding letter will be attached
Step 3 The MEA will send the documents to the Indian consulate in Dakar, Senegal, along with a formal request for extradition
Step 4 The consulate will seek legal advice (by appointing a counsel) for a final check of documents before handing it over to the local authorities in Dakar
Step 5 The local authorities will forward the document to their foreign affairs office, which in turn will check if they fulfill the legal requirements Step 6 The foreign affairs department will then hand over the documents to the law enforcement agency (police), which had carried out Pujari’s arrest on the Interpol warrant Step 7 The law enforcement agency will submit the document before the court and a copy of the document will also be served to Pujari
Step 8 The court will ask Pujari if he is willing to be repatriated and face law in the parent country
