Nurse arrested for Raj botched delivery

BARMER: The autopsy report of a foetus that was decapitate­d inside the mother’s womb during a botched delivery at a government community health centre in Jaisalmer district revealed the legs of the baby were fractured and liver ruptured — all on account of excessive use of force by medical staff.

Police said one male nurse Amrit Lal has been arrested while another Junjhar Singh was on the run. Section 304 (culpable homicide not amounting to murder) has also been invoked against them, Superinten­dent of Police, Jaisalmer, Kiran Kang said. Earlier, police had registered the case under Section 304 A (causing death by negligence) and Section 336 (endangerin­g life of a person) of the Indian Penal Code (IPC).

On Friday, the Rajasthan government also suspended them and Dr Nikhil Sharma , who was on duty at the health centre, has been removed, officials said. Rajasthan health minister Raghu Sharma has constitute­d a probe committee to look into the incident. “A committee has been constitute­d to investigat­e the matter. Strict action will be taken against those found guilty. It is a severe case.

The government has a zero tolerance policy towards such negligence and this will not be tolerated,” he said.

During the time of delivery, the family alleged that a male nurse pulled the foetus so hard that it resulted in splitting the body of the baby into two parts.

The two men deposited the lower part of the foetus in the hospital’s mortuary and asked the family of the woman to take her to Jaisalmer. The mother, identified as Dikhsha Kanwar, was taken to Jawahar government hospital, and the health centre staffers informed the doctors there that they had finished the delivery but left the placenta in the womb.

Chief medical and health officer in Jaisalmer Dr BL Bunkar said the two medical staff were not trained birth attendants. According to government norms, only skilled birth attendants can conduct deliveries.

“A skilled birth attendant and a doctor were available at the Ramgarh hospital but they did not inform them and conducted the delivery on their own,” Bunkar said. AHMEDABAD: Prime Minister Narendra Modi will participat­e in the Vibrant Gujarat Global Summit on January 18 and urge business leaders to invest in India’s infrastruc­ture, state government officials said on Friday.

It is for the first time that a roundtable of leading investors is being held at the biennial summit, which was conceptual­ised and started by Modi in 2003, when he was the Gujarat chief minister.

Additional chief secretary (finance) Arvind Agrawal said discussion­s on public funds utilisatio­n for infrastruc­ture projects such as airports, roads, railway stations will be focus at the roundtable. “We have invited 27 premium institutio­ns from the world over,” Agrawal said.

The PM is expected to emphasise on topics such as India’s recent economic reforms and the ease of doing business in the country. Apart from the PM, senior officials of the Union finance ministry, RBI and the Gujarat government will interact with investors regarding their concerns and their suggestion­s on possible solutions, he said.

Pakistan Chamber of Commerce will participat­e in an event to be held on the sidelines of the summit. “The Pakistan chamber has been extended the invite by the organiser. They are among one of the 35 chambers of commerce invited from across the world,” said Gujarat chief secretary JN Singh.

Heads of state from Denmark, Czech Republic, Uzbekistan, Malta and Rawanda will attend the summit, and they will be hosted by Modi for a dinner on Friday. Singh said 22 nations will take part in the event with their pavilions at World Trade Show, on Thursday. The participat­ion has also doubled with Andhra Pradesh, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Maharashtr­a, Odisha and Punjab would hold seminars showcasing strength and investment opportunit­ies, Singh said, adding that the summit is aligned with Modi’s vision for a New India.

Among other firsts, Gujarat will hold Ahmedabad Shopping Festival (17 to 28 January), on the lines of Dubai Shopping Festival. The festival will exclusivel­y focus on local retailers and artisans, who can benefit by the global visitors during summit.
