Wheels set in motion for Ghaziabad’s Master Plan 2031

GHAZIABAD: The process for the preparatio­n of Ghaziabad’s new plan – Master Plan 2031 – has been initiated, with the consultant tasked with preparing the plan submitting the conceptual report to officers of the Ghaziabad developmen­t authority (GDA) on Monday. The officials said that the consultant was given 60 days to submit the report and the overall time frame given to the GDA for clearing the plan after placing the same before its board is 540 days.

The old master plan will come to an end in 2021, after which the new master plan, which is for 10 years up to 2031, will be put in place. A master plan is a broad layout of a city, clearly laying out different areas as per their land use such as residentia­l, commercial and green areas, among others. A specific percentage of the different land uses are chalked out and have to be maintained by the developmen­t authority for the time period of the master plan.

“The new plan is geographic informatio­n system (Gis)-based and will be more helpful. The old plan was prepared manually due to which a number of structures/ areas were left out when surveys were being carried out. However,

in the new plan the images, after mapping of different areas, will be procured by the consultant from the National Remote Sensing Agency and later, a ground level survey will also be conducted. This way, it will rule out any issue of leaving out areas,” said Kanchan Verma, authority’s vice chairperso­n.

She added that the conceptual report was presented before GDA after 60 days given under the timeline.

“In the new plan, areas like Modinagar, Muradnagar as well as Dasna will be included. With the help of satellite imaging, the new plan will be more precise and will require minimum changes, unlike the previous plan. We have 540 days from the start of the process to get the plan cleared. The consultant has been engaged by the Centre, who will pay ₹1 crore for the preparatio­n of the plan. On our part the rest of the amount, about ₹4 lakh, will be paid additional­ly,” she added.

According to officials, the new master plan will also help identify and give a projection of buildings which will become unsafe in the future and will also check for any violations of land use after comparing with the old 2021 plan.

“The old plan was prepared with Khatauni records (revenue records) and physical verificati­on of areas. The data collection work for the new plan has to be taken up within 150 days from the initiation of the work. The data analysis will have to be done within 270 days and the consultant will submit us graphs, charts, etc.,” Verma added.

In the next step, all the department­s have been asked to submit their proposed projects, plans, roads, highways, etc., which will be included in the new plan.

Once the GDA board clears the draft, it will move for the perusal of a state-level committee and later to the Uttar Pradesh cabinet for final approval.

Ghaziabad is among the 61 cities in Uttar Pradesh which have been identified under the Centre’s Atal Mission for Rejuvenati­on and Urban Transforma­tion scheme and the new plan is part of this.
