Improve capacity of state governments

I enjoyed reading Devesh Kapur’s The solution to the farm impasse lies in federalism (Big Picture, February 21). I agree with him that states need to up their game and deliver. But there is a problem: State bureaucracies are usually weak, and little investment is made for their capacity-building. This must change.
