DTO staff giving cheats chance to exploit lacuna
Registration certificates of re-financed vehicles being issued without hypothecation
The reported lackadaisical attitude of employees of the district transport office (DTO) is creating a problem for banks by giving cheats an opportunity to strike. The employees have been issuing registration certificates of refinanced vehicles without punching it as hypothecation, though the representatives from the banks used to keep in touch with the district transport office on daily basis.
On the other hand, the DTO employees are slamming the company employees, who have been hired by the state to prepare registration certificates and driving licences with chip, for their dilly-dallying attitude.
Harjit Singh, a representative for HDFC bank at DTO office, who used to deal with refinanced vehicles, said he had submitted around 10 RCs of vehicles for hypothecation work a month back. When he contacted the DTO staff after a month, he found out that the office has issued five certificates, out of 10, without engraving hypothecation over these.
"If a car owner managed to get the registration certificate sans engraving hypothecation on it directly from the DTO, he could either sell the vehicle further or can deny payment of installments to the bank," said Harjit Singh.
According to DTO employees they are feeling helpless as they have been restricted to interfere in the work of the company employees.
They claimed that even they have to scrounge the company employees to get the work done in time. The district transport office employees added that they are bound to issue registration certificates and driving licences within in a set timeframe under the Right to Service Act, but the company employees are deterring them from doing so and it could land them in trouble.
District transport officer Manpreet Singh Chhatwal said he would ask the company to strengthen manpower as the Ludhiana district transport office witnesses more footfall as compared to other districts. As of now, they have to cope with work pressure on their own, he added.
Mahinder Singh, who is supervising the work at the district transport office at Ludhiana for Smart Chip Company, said they used to print the data in form of driving license and registration certificate only, while the data feeding work is with employees of DTO.
