DTO staff giv­ing cheats chance to ex­ploit la­cuna

Reg­is­tra­tion cer­tifi­cates of re-fi­nanced ve­hi­cles be­ing is­sued with­out hy­poth­e­ca­tion

The re­ported lack­adaisi­cal at­ti­tude of em­ploy­ees of the dis­trict trans­port of­fice (DTO) is cre­at­ing a prob­lem for banks by giv­ing cheats an op­por­tu­nity to strike. The em­ploy­ees have been is­su­ing reg­is­tra­tion cer­tifi­cates of re­fi­nanced ve­hi­cles with­out punch­ing it as hy­poth­e­ca­tion, though the rep­re­sen­ta­tives from the banks used to keep in touch with the dis­trict trans­port of­fice on daily ba­sis.

On the other hand, the DTO em­ploy­ees are slam­ming the com­pany em­ploy­ees, who have been hired by the state to pre­pare reg­is­tra­tion cer­tifi­cates and driv­ing li­cences with chip, for their dilly-dal­ly­ing at­ti­tude.

Har­jit Singh, a rep­re­sen­ta­tive for HDFC bank at DTO of­fice, who used to deal with re­fi­nanced ve­hi­cles, said he had sub­mit­ted around 10 RCs of ve­hi­cles for hy­poth­e­ca­tion work a month back. When he con­tacted the DTO staff af­ter a month, he found out that the of­fice has is­sued five cer­tifi­cates, out of 10, with­out en­grav­ing hy­poth­e­ca­tion over these.

"If a car owner man­aged to get the reg­is­tra­tion cer­tifi­cate sans en­grav­ing hy­poth­e­ca­tion on it di­rectly from the DTO, he could ei­ther sell the ve­hi­cle fur­ther or can deny pay­ment of in­stall­ments to the bank," said Har­jit Singh.

Ac­cord­ing to DTO em­ploy­ees they are feel­ing help­less as they have been re­stricted to in­ter­fere in the work of the com­pany em­ploy­ees.

They claimed that even they have to scrounge the com­pany em­ploy­ees to get the work done in time. The dis­trict trans­port of­fice em­ploy­ees added that they are bound to is­sue reg­is­tra­tion cer­tifi­cates and driv­ing li­cences within in a set time­frame un­der the Right to Ser­vice Act, but the com­pany em­ploy­ees are de­ter­ring them from do­ing so and it could land them in trou­ble.

Dis­trict trans­port of­fi­cer Man­preet Singh Ch­hat­wal said he would ask the com­pany to strengthen man­power as the Lud­hi­ana dis­trict trans­port of­fice wit­nesses more foot­fall as com­pared to other dis­tricts. As of now, they have to cope with work pres­sure on their own, he added.

Mahin­der Singh, who is su­per­vis­ing the work at the dis­trict trans­port of­fice at Lud­hi­ana for Smart Chip Com­pany, said they used to print the data in form of driv­ing li­cense and reg­is­tra­tion cer­tifi­cate only, while the data feed­ing work is with em­ploy­ees of DTO.
