It was a strange impasse. Union minister of state for home Nityanand Rai recently called Kerala chief minister Pinarayi Vijayan to inquire about the flood situation in the state, except that neither could understand the other. Rai spoke in Hindi, which Vijayan doesn’t understand. Vijayan asked Rai if he could speak in English, but Rai is unfamiliar with the language. A while later, Rai’s private secretary called the CM’s private secretary R. Mohan, who briefed him about the flood situation in Kerala. In English.
