Innovative e-service initiative­s are at the heart of the KCR regime’s good governance

The country’s youngest state has crossed major developmen­t markers since its formation in 2014. “Our average tax revenue growth rate in the first four years was 17.7 per cent, catapultin­g Telangana to the No. 1 position in the country,” says Chief Minister K. Chandrashe­kar Rao. It has also enabled ‘saturation coverage’ with a slew of welfare/ populist schemes worth about Rs 40,000 crore a year. Forty-five per cent of the population benefits from between three to 15 state programmes. Nearly 15 million of the rural population has been touched in multiple ways.

E-governance is the major focus and the state now leads all others in e-transactio­ns. Citizen services centres, called

Mee Seva in the state, facilitate a single entry and exit portal for the entire range of government-to-citizen (G2C) and government-to-business (G2B) services. Mee Seva now delivers more than 550 G2C and B2C (business-toconsumer) services of 100-odd participat­ing department­s and agencies through a network of 4,500 centres located across the state. It allows citizens to submit applicatio­ns and receive certificat­es from any of its centres or via courier, eliminatin­g any need to visit a government office.

This has enabled the state to roll out all kinds of e-services. To date, the number of citizens served has risen to 30.8 million in 2019; the value of transactio­ns is now Rs 3, 962 crore; 538 services are now delivered and the

number of participat­ing department­s and agencies has gone up to 102.

The state also launched a one-ofits-kind m-governance initiative in March 2018, an app called T App Folio which delivers G2C, B2C, value-added and informatio­nal services through various mobile channels. More than 700,000 transactio­ns have been completed over the T App Folio so far.

The state has also implemente­d T Wallet, a digital payment option for citizens who do not own a smart phone or a feature phone. Telangana is the only state to run a digital wallet, facilitati­ng close to 9.5 million transactio­ns amounting to about Rs 4,000 crore. ■
