Bongaigaon stood first in this category due to several factors—riots reduced from 110 in 2011-12 to two in 2017-18; the incidence of rapes to total cognisable IPC crimes reduced to 2 per cent in 2017-18 from 5 per cent in 2011-12; and the incidence of murders under IPC reduced by 25 per cent between 2011-12 to 2017-18
