SDMC keen to enforce Municipal Solid Waste Management Bye-laws

NEW DELHI: The keenness of SDMC in enforcing the Municipal Solid Waste Management Bye-laws and provisions of the NGT Act coupled with close monitoring by the top functionar­ies has brought a remarkable improvemen­t in the visibility of cleanlines­s and sanitation in localities coming under the South Corporatio­n. The Commission­er, Puneet Kumar Goel on Thursday said that the contributi­on of all the four zones is encouragin­g as these zones instructed their field level staff to immediatel­y catch the violators and issue challans under concerned rule.

In three months from May to July 2018, 29,237 challans were issued to impose fine amounting to Rs 1.12 crore. A total of 10,040 challans were issued to impose fine amounting to Rs 46.72 lakh in South zone, 5,631 challans amounting to Rs 17.84 lakh in West Zone, 5,738 challans amounting to Rs 15.52 lakh in the Central Zone and 7,828 challans were issued in the Najafgarh Zone amounting to Rs 32.7

lakh . This includes 852 chal

lans to impose fine amounting to Rs 13.35 lakh under the NGT Act and 982 general challans imposing fine amounting to Rs 9.71 lakh in the South Zone only. In the South Zone, 159 challans imposing fine amounting to Rs 3.92 lakh were issued due to constructi­on and air pollution, 684 challans with fines amounting to Rs 9.2 lakh were issued for throwing garbage into drains and 9 challans were issued with fine of Rs 22,800 for burning leaves and garbage under the NGT Act.

As far as enforcemen­t of MSW Management Bye-laws are concerned, 140 challans have been issued under Rule 4(1) (a) for failure to segregate and store waste and handover segregated waste in accordance with rule and fine amounting to Rs 1.44 lakh has been collected. Under Rule 4(1) (c) 7 challans have been issued for failure to deal with constructi­on and demolition waste in accordance with the rule and an amount of Rs 7,000 has been collected as fine. Under Rule 4(5), 15,136 challans have been issued for failing to deal with waste in accordance with the rule by the vendors and an amount of Rs 30.93 lakh has been collected as fine. Under Rule 13(1) read with 15(g), 3910 challanas have been issued for littering and an amount of Rs 27.54 lakh has been recovered as fine. Under Rule 17(3) and Rule 18 for violations by the manufactur­ers and brand owners or marketing companies, three challans have been issued and an amount of Rs 3 lakh has been collected. Further, 8203 Mobile- challans have also been issued and an amount of Rs 20.65 lakh has been collected.
