The Indian garment industry is primarily unorganized and the related constraints have plagued the industry for decades. In the absence of access to technology and any financial support from the government, the garment manufacturers are unable to translate their business into an organised largescale venture.

The experts within the industry also claim a decline in the profitability as the sector visibly reels under high raw material prices, demand pressures, and currency movements.

The industry also feels that the withdrawal of certain tax exemptions and fiscal benefits earlier granted by the Ministry of Finance have already adversely affected the export performance and reduced competitiveness of Indian garment exporters in the international market.

India needs significant structural changes in policy framework in order to maximize its advantage, given the availability of human resource and huge textile based infrastructure, albeit combined they have been able to contribute not even over 5 per cent to garment export. The circumstances indicate at the industry’s underperformance.
