Narendra Modi led NDA Government completed three years in May 2017 and the Agriculture Ministry came out with its three years achievements. Even though some achievements such as Fasal Bima Yojna have not gained momentum at ground level, however it would not be incorrect to say that several measures initiated by the Government has started yielding positive results. Higher budgetary allocation coupled with proper implementation of Centrally sponsored schemes, strict monitoring, dedicated campaigns for Rabi and Kharif seasons and Price Stabilisation Fund certainly contributed to the growth of the sector. Let us hope this momentum remains enact.
For funding and financing the sector, the official data are also encouraging and ensure that money would not be a bottleneck for holistic development. The Government had allocated Rs 45,035 crore for 2016-17, which was later increased to Rs 57,503 crore in the revised budget. For four years 2014-18, the Government has allocated Rs 1,64,415 crore. For 2017-18, the Government allocated Rs 58,663 for Agriculture and allied sectors.
Thanks to good monsoon for consecutive two years. We are at record high production of foodgrain. Total foodgrain production was estimated to be 273.38 million tonnes in 2016-17, which is 8.67 per cent higher than 2015-16. This year as well, the weather department has forecast normal monsoon. The Kharif season is around the corner, therefore, it is imperative for the State governments to make plans to procure high-quality seeds of several types of crops and fertilisers for the farmers. It is promising to note that with the launch of the Kharif Campaign 2017, the Government has roped in States to ensure that there is no scarcity of inputs for the farmers.
Huge outlay, earmarked by the government this year for the sector would also have great impact on the growth of the sector. Sale of agrochemicals are bound to increase.
