L- G asks DDA to finalise its restructur­e plan

Delhi’s lieutenant- governor Najeeb Jung on Tuesday instructed the DDA to finalise the restructur­ing plan — which is being prepared in consultati­on with department­al heads of the land owning agency — in the next two weeks and place it before him for final orders.

The lieutenant- governor issued the directive while reviewing the DDA’s restructur­ing plan and evaluation of the roadmap for computeris­ing all operations of the agency.

During the meeting, the National Productivi­ty Council shared the findings of study carried out by them on restructur­ing process. The study involved analysing the DDA’s present role and its future operations; analysing the processes involved for implementi­ng schemes and suggesting improvemen­ts such as computeris­ation, multi- tasking, outsourcin­g; assessing existing manpower and its optimal utilisatio­n; examining the utility of activities and suggesting alternativ­es; examining the organisati­onal structure and suggesting measures for improvemen­t; suggesting measures for improving productivi­ty of the DDA.

The L- G was informed that the study involved assessing existing workload and introducin­g greater efficiency in the organisati­on, whereby certain non- critical/ non- technical processes are to be outsourced, such as masonry etc; critical- technical

processes will be further strengthen­ed, such as, planning assistants, architects, junior engineers etc; New functions such as those involving Land Developmen­t and Management/ Housing to be created; Vertical command structure to be rationalis­ed and mergers of certain department­s, with overlappin­g areas of work, such as architectu­re and design to be worked out.

“Suggestion­s were also made to improve the current processes within DDA which included computeriz­ation of all processes in all department­s of DDA; IT networking within DDA for improving coordinati­on and informatio­n flow; effective file management system, Data Mining etc. for speedy retrieval of informatio­n; GIS based Project Monitoring System to be set up for real time monitoring of engineerin­g works, maintenanc­e of parks etc in the city; Preparing a database of existing properties through creation of ‘ Know Your Property’ ( KYP) and reskilling the existing manpower,” a senior Raj Bhawan official said.

Mr Jung separately reviewed the detailed plan to computeris­e all operations within DDA that include creating an interactiv­e website for the DDA.
