L- G asks DDA to finalise its restructure plan

Delhi’s lieutenant- governor Najeeb Jung on Tuesday instructed the DDA to finalise the restructuring plan — which is being prepared in consultation with departmental heads of the land owning agency — in the next two weeks and place it before him for final orders.
The lieutenant- governor issued the directive while reviewing the DDA’s restructuring plan and evaluation of the roadmap for computerising all operations of the agency.
During the meeting, the National Productivity Council shared the findings of study carried out by them on restructuring process. The study involved analysing the DDA’s present role and its future operations; analysing the processes involved for implementing schemes and suggesting improvements such as computerisation, multi- tasking, outsourcing; assessing existing manpower and its optimal utilisation; examining the utility of activities and suggesting alternatives; examining the organisational structure and suggesting measures for improvement; suggesting measures for improving productivity of the DDA.
The L- G was informed that the study involved assessing existing workload and introducing greater efficiency in the organisation, whereby certain non- critical/ non- technical processes are to be outsourced, such as masonry etc; critical- technical

processes will be further strengthened, such as, planning assistants, architects, junior engineers etc; New functions such as those involving Land Development and Management/ Housing to be created; Vertical command structure to be rationalised and mergers of certain departments, with overlapping areas of work, such as architecture and design to be worked out.
“Suggestions were also made to improve the current processes within DDA which included computerization of all processes in all departments of DDA; IT networking within DDA for improving coordination and information flow; effective file management system, Data Mining etc. for speedy retrieval of information; GIS based Project Monitoring System to be set up for real time monitoring of engineering works, maintenance of parks etc in the city; Preparing a database of existing properties through creation of ‘ Know Your Property’ ( KYP) and reskilling the existing manpower,” a senior Raj Bhawan official said.
Mr Jung separately reviewed the detailed plan to computerise all operations within DDA that include creating an interactive website for the DDA.
