Bhati Mines to get model village makeover
The initiative was taken on the request of South Delhi MP Ramesh Bidhuri, who had approached Delhi chief secretary D. M. Spolia for developing the village as a model village.
The city administration is planning to develop Village Bhati Mines in South Delhi as a model village under Sansad Adarsh Gram Yojana, in tune with Prime Minister Narendra Modi’s call to members of Parliament to adopt villages and provide them all facilities to ensure holistic development.
The initiative was taken on the request of South Delhi MP Ramesh Bidhuri, who had approached Delhi chief secretary D. M. Spolia for developing the village as a model village. Following the requisition, the chief secretary con- ducted a socio- economic survey of the village through district magistrate ( South).
Mr Spolia said that the socio- economic profile of Village Bhati showed that it lies on the last leg of Main Chhatarpur Road, flanked by Delhi- Haryana border in South, sharing boundary with village Asola on its right and Fatehpur Beri and Dera Mandi on the left.
“On the flipside, this is also an indication of the fact that not much commercial activity takes place in the area and that it is under- developed despite lying in South Delhi area,” he added.
The chief secretary, after going through the study, said the solution proposed in the study aims to make Bhati a self- sustaining autonomous ideal village of Gandhiji’s imagination. “The village will get a boost to set its economy rolling and the people will find a more meaningful existence. This study is only the first baby step towards making Bhati a model village,” he emphasised.
Besides developing Bhati, the chief secretary has also sought a detailed report from all the district magistrates about development of the rural villages under integrated rural developmental scheme implemented by develop- ment department and Delhi Rural Development Board.
Mr Spolia said that the monitoring of the progress of the development of the villages would be done by the deputy commissioner and asked them to send a monthly report to the divi- sional commissioner. “The progress may be reviewed on a two monthly basis by the divisional commissioner.”
He also instructed the commissioner, development, all the deputy commissioners and district magistrates to develop the rural villages in a befitting manner ensuring the requisite facilities in consultation with the local MLA or MP.
The chief secretary has asked them to ensure balanced and equitable development of all rural villages of Delhi and has also asked them to consult the MLAs and MPs for prioritise their needs and for seeking necessary approval from the development department and obtaining ` 1.25 crore per village for its planned development. He has asked all the district magistrates to submit timely progress report for development of the villages.
Mr Spolia, while instructing them for development of the rural villages, referred the instructions already issued by the development commissioner of Delhi to them during the meeting of Delhi Rural Development Board convened by him, wherein all the DCs and DMs were present and informed that monitoring of the rural work would be done by the respective deputy commis- sioners to ensure their completion in a timebound manner as the lieutenant- governor has already approved this mechanism of planned development of rural villages of Delhi.
Mr Spolia has made it clear the DCs that if the amount of any schemes of a particular village exceeds expenditure of ` 1.25 crores that may be adjusted against the amount of another village having schemes less than ` 1.25 crores.
“All the DCs should call a meeting wherein the local MLA or MP of the area are consulted while selecting the suitable schemes,” the chief secretary said.
