Police separates probe, law & order duties

In order to fast- track investigat­ions and improve law and order situation, the Delhi police is in the process of setting up separate units for criminal investigat­ions and law and order measures in the national capital. After getting the approval of the Union home ministry for the creation of 4,227 posts, the police force is going to operationa­lise separate crime investigat­ion unit and law and order division in two phases.

At present, it is the same set of police officers who deal with criminal investigat­ions and are also involved in maintainin­g law and order.

“As a result, investigat­ions in criminal cases keep dragging on and there is lack of coordinati­on too in handling the law and order situation in the city,” a senior police officer told this newspaper. Now, with the sanctionin­g of 4,227 posts, the Delhi police has decided to allocate 1,409 posts each for sub inspectors/ assistant sub inspectors, head constables, and constables. An order to this effect issued by the police, which has been accessed by this newspaper, said 50 per cent of these posts will be made operationa­l this year and the remaining posts will be filled up next year.

The copy of the order has been sent to the comptrolle­r of accounts and the principal accounts officer of the AAP government. The same has been marked to additional Union home secretary, special secretary ( home) Delhi, and to all the special commission­ers, joint commission­ers, and DCP’s for effective implementa­tion.

For the first phase, the police commission­er has ordered that 66 posts should be allotted for North district, 60 for Central, 168 for Northwest, 255 for Rohini, 207 for Outer, 231 for East, 249 for Northeast, 159 for Shahdara, 243 for South, 156 for Southeast, 159 for Southwest, 129 for West, 6 for special unit for women and children, and 3 each for crime branch, special cell, and the economic offences wing. In yet another case of aggression by domestic help, a 73- year- old woman was attacked by her maid who tried to slit her throat in South Delhi’s posh Greater Kailash on Thursday morning. A senior police official said that the accused maid, identified as Tulsi, demanded ` 5 lakh from her employer Neeraj Gupta. When refused, the maid stabbed Gupta. She was arrested.

Tulsi was employed at the house about six months ago. On Thursday, at around 2 pm she went to Gupta’s house and cooked food for the victim.

“Gupta asked her to have food with her, but Tulsi refused. Gupta also told her that she could leave if she wanted. However, later when Gupta was taking rest on a sofa while talking to her friend over the phone, Tulsi came from behind and choked her with a dupatta,” the police said.

The official further said that Gupta could not shout. However, she managed to free herself from the clutches of the accused and wanted to know why she was being attacked. At this, Tulsi demanded ` 5 lakh from her. She told the victim that she needed the

money for the treatment of her ailing mother.

“Gupta told Tulsi that she would arrange the money only if she could speak to her husband. But Tulsi brought a knife from the kitchen and stabbed her saying she needed the money instantly,” the police said, quoting the victim.

The police further said that the victim again tried to convince Tulsi that she only had ` 15,000 cash and that she could arrange the full amount if she was allowed to talk to her husband. The victim also managed to reach near the gate of her house but the maid brought another knife and slit her throat.

“Gupta requested her to spare her life and asked for a glass of water. She then managed to call her husband with the help of one of her neighbours. The police was also informed. The family members of the victim reached to her rescue. Meanwhile, the maid fled from there,” the police said.

The victim was rushed to AIIMS where she was discharged after treatment.
