Govt plan to speed up MLA funds’ work

The Delhi government has issued guidelines to all executing agencies to prepare work estimates and proposals to be carried out under the MLA local area developmen­t scheme in the national capital.

The urban developmen­t department, mandated to implement the scheme, has asked the agencies, including municipal bodies, irrigation and flood control department and PWD, to adhere to the guidelines to avoid any delay in examinatio­n of the proposals.

The move came nearly two months after the Delhi Assembly adopted a resolution asking the government to formulate “strict guidelines” to execute works with MLALADS funds.

The April resolution had stated that there have been complaints from legislator­s that MCDs “intentiona­lly” delay projects under the scheme. The urban developmen­t department has asked the executing agencies to submit estimates of proposals as a covering letter with the approval of the completing authority along with a recommenda­tion letter of the respective MLA. In Delhi, an MLA gets Rs four crore in a year to execute various works in his or her constituen­cy.

“The executive agency should prepare separate estimates for each work. The registrati­on number of the colony should be mentioned in the checklist if the proposed work is in unauthoris­ed colonies,” an official said. The guidelines stated that all pages of work estimates, abstract of cost/ details of measuremen­t along with location and layout plan, check list and format of the proposal should be duly filled and signed by the competent authority/ executing engineer of the agency concerned with stamp and telephone number.

“The executing agency should mention the serial number of the list of permissibl­e works or orders issued by UD department under the scheme under which the proposed work is covered,” the guidelines stated.
