Speaker seeks probe on use of Chinese manjha

Assembly Speaker Ram Niwas Goel on Monday asked the Delhi chief secretary to conduct an enquiry into the illegal use of Chinese manjha (glass coated kite string) despite a ban on it in the city.

A 28-year-old engineer had died on August 15 at Paschim Vihar in Outer Delhi after his throat was slit by the manjha.

Raising the issue in the Delhi Assembly, the Aam Aadmi Party (AAP) MLA from Rithala, Mohinder Goyal, alleged that the ban

on Chinese manjha was being flouted with impunity.

Mr Goel questioned as to how the Chinese manjha is in use despite the Delhi government imposing a ban on it?

“I urge the chief secretary to conduct a full inquiry into the issue. The chief secretary should ask the police to inquire as to how Chinese manjha is being sold and whether fine is being imposed (for flouting the ban),” Mr Goel said in the House.

The use of glass coated manjha is banned by the Supreme Court. However, on occasions like Independen­ce Day and festivals like Rakshaband­han these are sold in shops all over the city.

Many incidents of injury and loss of life have been reported in the past few years owing to this with kite flying being picked up during these festivals.

Earlier, a four-and-halfyear-old girl died after her throat was slit by glasscoate­d kite string or manjha in Khajuri Khas when she was on a motorcycle with her parents. The deceased child was identified as Ishika, a resident of Sonia Vihar.

The victim was going to Hanuman Mandir in Jamuna Bazar along with her parents and sister. Her father, Girish Kumar, was riding the motorcycle and the victim was sitting in front.

She was immediatel­y taken to the hospital by the parents where she was declared brought dead.
