Havingto travel within such unrealistic timings is as good as having no access to trains at all. Trains should be accessible at all timings, since people are forced to travel in buses and other means. The aim to minimize contact or maintain "social distancing" is not being done at all anyway. We have been completely exposed to the virus irrespective of the trains running or not.
