URBAN DEVELOPMENT
Under the leadership of chief minister Bhupesh Baghel, innovative steps taken by the new government have begun a new chapter of development for the cities in last one and a half year.
Chhattisgarh has become a the top ranking state of the country in terms of cleanliness. Moreover, Chhattisgarh Government has launched innovative schemes such as ‘Rajiv Gandhi Aashray Yojana’, ‘Mor Zameer Mor Makaan’, to provide lease on encroachd land to the urban poor families. Large number of houses built under Prime Minister Housing Scheme. Development of basic facilities is providing convenience to the citizens.
Chief Minister Slum Health Scheme has been launched to make healthcare facilities available while ward office scheme is being implemented to ensure immediate redressal of public grievances. In the health survey of states organized by Government of India in year 2017, Chhattisgarh could not make it to the top ten list. In year 2018, Chhattisgarh secured third rank.
In year 2019 and 2020, after inclusion of Narua, Garua, Ghurua Au Bari, Chhattisgarh has continued to secure the topmost rank in the country in terms of cleanliness. Paatan Nagar Panchayat has been declared to be the cleanest city in its category. Under Cleanliness Excellence Award category for regional organizations and urban organizations constituted under National Urban Livelihood Mission, Government of India has awarded first prize to Ujala Regional Organized of Raigarh Municipal Corporation, Swachh Ambikapur Mission Cooperatives Society Ltd of Ambikapur, and the second price has been awarded to Swachh Saraipali Mahila Kshetriy Sangathan of Saraipali Municipal Council.
Ten thousand women (Swachchhta Didi) of Self-Help Groups were included under ‘Mission Clean City’. These women collect nearly 1600 tons of waste (wet and dry separately) everyday from 15 lakh households of the state. Entire waste is disposed off scientifically.
State Government has decided to hike the honorarium of these women to Rs 6000. Rs 15 crore earned from the sale of dry waste is also distributed among the self help groups.
URBAN PUBLIC HEALTH -
Chief Minister Slum Health Scheme has been started to provide healthcare benefits to 1,71,247 families in 861 slum of 14 Municipal Corporations in the state. Free medical advice, treatment, medicines and pathology lab facilities are being provided in slum areas with the help of 120 mobile medical unit. DR RADHABAI DIAGNOSTIC
CENTER - Announcement of opening Dr Radhabai Diagnostic Centers in Municipal Corporations of the state has been made. Under this scheme, world class pathology and radiology labs will be established on PPP mode. State Government would collaborate with the agency that provides this facility to citizen at minimum rate. In the second phase, Chief Minister Slum Health Scheme will be expanded to all the 166 cities of the state.
PUBLIC GREIVANCE REDRESSAL - Ward Offices have been established in the urban bodies of the state for the routine problems of people in urban areas. Objective of this scheme is to provide all kinds of services at ward-level, for which citizens usually have to go all the way to Municipal Corporation Offices. Till date, grievances of more 25 thousand citizens have been redressed at ward office-level. Besides, Citizens have also been provided the facility of registering complaint about urban bodies in the state on toll free number Nidaan-1100.
More than one lakh complaints have been redressed so far. Interesting fact about this facility is that the complaint is not considered as redressed unless the complainant is not satisfied with the redressal. Provision of penalty has been made for officer not fulfilling their duties properly.
PUBLIC FACILITIES - Civil Administration Department has launched Mukhyamantri Mitaan Yojana for people so that they may avail public services of various government departments from the comfort of their home. Under this scheme, citizens can book apartment of Mitaan through an app.
HOUSING FACILITY FOR CITY PEOPLE - Under Prime Minister Housing Scheme, only 8000 thousand houses were constructed between June 2015 and December 2018, whereas presently construction of nearly 70000 houses has been completed. Payment of Rs 1800 crore is being made directly into the bank accounts of beneficiaries. With an aim to provide lease of 600-1200 sq ft to each of the landess person, ‘Rajiv Aashray Yojana’ has been started. To provide house ownership to the tenants with annual income of three lakh rupees in state, they are being provided pucca house with two rooms in posh colony at Rs 3.5 lakh.
