Preheat the oven at180oC/350o for at least 10 minutes. Line a cookie sheet with parchment paper or lightly butter it with cooking spray.

Mix all purpose flour, ground cinnamon and baking soda in a bowl and keep aside. In another bowl, mix the butter and beat sugar with spatula. Once you get paste like consistenc­y switch to wire whisk and beat until you get a smooth, light and fluffy mixture. Now add water and vanilla extract, and beat the mixture till well combined.

Now add dry flour mixture and start mixing it using spatula.

Fold raisins in the mixture well, add rolled oats and mix again.

When the dough is stiff make 1 ½ tablespoon­s size of balls.

Arrange them on prepared cookie sheet about few inches apart and flatten them using the back of a glass.

Bake them for about 12-14 minutes until the edges are slightly brown.

Remove it from the oven to a wire rack and let it cool for 5 minutes in the pan.
