Stripped, beaten by traffic cops, sexually assaulted by one: Victim

THE 25-YEAR-OLD man, who was allegedly assaulted and sexually abused at a traffic police office Saturday, said the incident took place after he got into an argument with them over a challan.

Delhi Police have registered an FIR over the incident and arrested ASI Balwan Singh, and constables Raju Kumar and Bharat. Constable Deepak Kumar, who allegedly sexually assaulted the victim, is absconding.

Recounting the incident, the victim said on the night of April 16, he was stopped by the policemen near the Pul Bangash signal in north Delhi. “They issued a challan of Rs 2,100 while other vehicles entered the same no-entry zone but were not even stopped,” he said.

“I started recording a video of the incident but one of the policemen stopped me,” he added. He got into an argument with the policemen, who took him to a nearby building, said the victim.

“They crushed my phone under their shoes. When I objected, they started beating me up and threatened to register a false case against me,” he said.

“Balwan asked the others to beat me up and left. Three others — Raju, Bharat and Deepak — took me to the traffic police office near the Sabzi Mandi police station,” he said. The victim said he saw “a few men in their undergarme­nts, consuming alcohol” there. “They started harassing me,” he said. The victim said after being “stripped naked”, he was sexually assaulted by Deepak. He said after his father and uncle reached the traffic police office, they “found me naked... they clicked pictures to present as evidence to police”.

A Delhi court on Monday sent Bharat and Raju Kumar to 14 days’ judicial custody while Balwan was released on bail.

“We are aware of the fact that the man was in his undergarme­nts at the traffic police office and have seen the evidence,” said DCP, North, Madhur Verma.

Bharat, Raju and Balwan have been suspended while Deepak has been dismissed from service.
