75L small farmer families in TN to get `6K aid
Names of those, which appear in land records as on February 1, 2019, will be eligible for availing the Central scheme
AROUND 75 lakh small and marginal farmer families holding of up to two hectares of land in Tamil Nadu will be getting `6,000 under the Pradhan Mantri Kisan Samman Nidhi (PMKISAN). Whether the number of beneficiaries may go up slightly will be known, once the ongoing enumeration process is over. The first instalment of benefit (`2,000) for the period from December 1, 2018 to March 31, 2019 is expected to be disbursed by this month-end. For this purpose, Aadhaar number will be collected wherever available and for others, alternate prescribed documents. For transfer of the assistance, district-wise list of beneficiaries will be certified and uploaded by the State on the PM-Kisan Portal of the Union government and the funds will be electronically transferred to the beneficiary’s bank account. The State government on February 9 formed a 13-member committee headed by Commissioner of Revenue Administration (CRA) K Satyagopal to monitor the implementation of this scheme. Of the 13 members, 12 will be IAS officers. The names of those, which appear in land records as on February 1, 2019, will be eligible for availing the scheme. As per the guidelines, a small and marginal landholder-farmer’s family is defined as “A family comprising husband, wife and minor children (up to 18 years of age) who collectively own cultivable land up to two hectares as per land records of the States/Union Territories concerned.” The existing land ownership system will be used for identification of beneficiaries. If a landholder farmer family has land parcels spread across different villages/revenue records, then land will be pooled for determining the benefit. As per the Centre’s request, the State government is preparing the database of beneficiaries – small and marginal landholder farmer families – in the villages capturing the name, gender, whether belonging to SC/ST, Aadhaar number, bank account number and mobile number of the beneficiaries. The Village Administrative Officer will ensure the display of the list of beneficiaries on the notice of the village panchayat office/VAO office/ration shops for ensuring transparency and for seeking objections, if any. The State government will notify district-level grievance redressal committees for redressing all grievances related to implementation of the scheme. The Agriculture department is designated as the State nodal department for coordinating the scheme with the Central government and receipt of funds from the Union government.
