75L small farmer fam­i­lies in TN to get `6K aid

Names of those, which ap­pear in land records as on Fe­bru­ary 1, 2019, will be el­i­gi­ble for avail­ing the Cen­tral scheme

AROUND 75 lakh small and mar­ginal farmer fam­i­lies hold­ing of up to two hectares of land in Tamil Nadu will be getting `6,000 un­der the Prad­han Mantri Kisan Sam­man Nidhi (PMKISAN). Whether the num­ber of ben­e­fi­cia­ries may go up slightly will be known, once the on­go­ing enu­mer­a­tion process is over. The first in­stal­ment of ben­e­fit (`2,000) for the pe­riod from De­cem­ber 1, 2018 to March 31, 2019 is ex­pected to be dis­bursed by this month-end. For this pur­pose, Aad­haar num­ber will be col­lected wher­ever avail­able and for oth­ers, al­ter­nate pre­scribed doc­u­ments. For trans­fer of the as­sis­tance, dis­trict-wise list of ben­e­fi­cia­ries will be cer­ti­fied and up­loaded by the State on the PM-Kisan Por­tal of the Union govern­ment and the funds will be elec­tron­i­cally trans­ferred to the ben­e­fi­ciary’s bank ac­count. The State govern­ment on Fe­bru­ary 9 formed a 13-mem­ber com­mit­tee headed by Com­mis­sioner of Rev­enue Ad­min­is­tra­tion (CRA) K Satyagopal to mon­i­tor the im­ple­men­ta­tion of this scheme. Of the 13 mem­bers, 12 will be IAS of­fi­cers. The names of those, which ap­pear in land records as on Fe­bru­ary 1, 2019, will be el­i­gi­ble for avail­ing the scheme. As per the guide­lines, a small and mar­ginal land­holder-farmer’s fam­ily is de­fined as “A fam­ily com­pris­ing hus­band, wife and mi­nor chil­dren (up to 18 years of age) who col­lec­tively own cul­tivable land up to two hectares as per land records of the States/Union Ter­ri­to­ries con­cerned.” The ex­ist­ing land own­er­ship sys­tem will be used for iden­ti­fi­ca­tion of ben­e­fi­cia­ries. If a land­holder farmer fam­ily has land parcels spread across dif­fer­ent vil­lages/rev­enue records, then land will be pooled for de­ter­min­ing the ben­e­fit. As per the Cen­tre’s re­quest, the State govern­ment is pre­par­ing the data­base of ben­e­fi­cia­ries – small and mar­ginal land­holder farmer fam­i­lies – in the vil­lages cap­tur­ing the name, gen­der, whether be­long­ing to SC/ST, Aad­haar num­ber, bank ac­count num­ber and mo­bile num­ber of the ben­e­fi­cia­ries. The Vil­lage Ad­min­is­tra­tive Of­fi­cer will en­sure the dis­play of the list of ben­e­fi­cia­ries on the no­tice of the vil­lage pan­chayat of­fice/VAO of­fice/ra­tion shops for en­sur­ing trans­parency and for seek­ing ob­jec­tions, if any. The State govern­ment will no­tify dis­trict-level griev­ance re­dres­sal com­mit­tees for re­dress­ing all griev­ances re­lated to im­ple­men­ta­tion of the scheme. The Agri­cul­ture depart­ment is des­ig­nated as the State nodal depart­ment for co­or­di­nat­ing the scheme with the Cen­tral govern­ment and re­ceipt of funds from the Union govern­ment.
