Cy­ber Se­cu­rity, Process Re-en­gi­neer­ing train­ing con­cludes

Ad­vi­sor Ku­mar em­pha­sizes role of IT in eas­ing govt functioning

Ad­vi­sor to Gov­er­nor, K Vi­jay Ku­mar, today em­pha­sized of­fi­cers' role in us­ing IT for eas­ing gov­ern­ment functioning and re­in­forc­ing trans­parency in ser­vices delivery.

The Ad­vi­sor was speak­ing at the cer­tifi­cate dis­tri­bu­tion cer­e­mony of ca­pac­ity build­ing train­ings im­parted to of­fi­cers and or­ga­nized by In­for­ma­tion Tech­nol­ogy De­part­ment in col­lab­o­ra­tion with National In­sti­tute of Smart Gov­er­nance (NISG).

The train­ings were at­tended by over 60 se­nior of­fi­cers of var­i­ous de­part­ments of the State Gov­ern­ment, ad­dressed is­sues of se­cu­rity in han­dling the in­ter­net and IT de­vices in today's age. The train­ing on process reengi­neer­ing, sen­si­tized se­nior of­fi­cers about mak­ing work flow in the gov­ern­ment shorter, sim­pler, more ef­fi­cient and speedy.

Ad­vi­sor to Gov­er­nor, K Vi­jay Ku­mar gave away the cer­tifi­cates to the par­tic­i­pants at a joint clos­ing cer­e­mony after con­clu­sion of the train­ings. The Ad­vi­sor con­grat­u­lated the IT De­part­ment for hav­ing con­ducted the train­ing pro­grams on In­for­ma­tion Se­cu­rity, Project Man­age­ment and Gov­ern­ment Process Reengi­neer­ing in the last one month and also other train­ings in In­for­ma­tion Tech­nol­ogy dur­ing the year.

The Ad­vi­sor high­lighted the im­por­tance of Cy­ber Se­cu­rity at a time when the State gov­ern­ment is grad­u­at­ing to eGover­nance and smart gov­er­nance in a big way. Presently over 100 G2C ser­vices are be­ing of­fered on­line. The land records are be­ing dig­i­tized, he said.

He added that the of­fices are mov­ing to­wards dig­i­ti­za­tion and adopt­ing e-ten­der­ing for pro­cure­ment pur­poses. eGover­nance is pen­e­trat­ing down up-to the pan­chayat level and thus have mul­ti­plied the need of pre­cau­tions to be taken for safe trans­ac­tion of gov­ern­ment busi­ness. The need for sim­pli­fy­ing gov­ern­ment pro­cesses with a view to mak­ing them faster, and has­sle­free for the cit­i­zens can­not be overem­pha­sized.

Dur­ing the func­tion, the Ad­vi­sor in­ter­acted on a one-to-one ba­sis with all the par­tic­i­pants and also re­viewed case stud­ies of process reengi­neer­ing pre­sented by a group of Deputy Com­mis­sion­ers, Avny Lavasa, Piyush

Singla and Owais Ahmed, who were par­tic­i­pants in the train­ing.

Sec­re­tary In­for­ma­tion Tech­nol­ogy, Sau­gat

Biswas, while speak­ing on the oc­ca­sion, in­formed that the J&K eGover­nance Agency (Jakega), de­part­ment of IT has col­lab­o­rated with pro­fes­sional agen­cies such NISG, NEGD, NIIT with a view to raise the stan­dards of Ca­pac­ity build­ing and mak­ing the train­ings rel­e­vant to the con­tem­po­rary re­quire­ments.

He added that the se­ries of train­ings, which com­menced from mid De­cem­ber, 2018 wit­nessed par­tic­i­pa­tion of over 250 of­fi­cers po­si­tioned at strate­gic levels such as Prin­ci­pal Sec­re­taries, Com­mis­sioner Sec­re­taries, Sec­re­taries, Deputy Com­mis­sion­ers, Di­rec­tors, Se­nior Su­per­in­ten­dents of Po­lice etc and took ben­e­fit from in­ter­ac­tions with ex­perts of national re­pute. He said this year the IT de­part­ment has already trained more than 550 gov­ern­ment of­fi­cials. Biswas in­formed that J&K e-gov­er­nance Agency (JAKEGA), In­for­ma­tion Tech­nol­ogy De­part­ment has suc­cess­fully or­ga­nized train­ing pro­grames on dif­fer­ent themes. Dur­ing the last 6 months, more than 240 em­ploy­ees which in­clude 180 of­fi­cers from Sec­re­tar­iat and 60 of­fi­cers/of­fi­cials of dis­trict ad­min­is­tra­tion Leh & Kargil were trained on ba­sic In­for­ma­tion Com­mu­ni­ca­tion Tech­nol­ogy(ict) course. Fur­ther 60 em­ploy­ees of State Taxes De­part­ment were also trained on ba­sic IT tools re­lated to the im­ple­men­ta­tion of GST Net­work in the State. More­over in the present ini­tia­tive con­clud­ing today more than 250 of­fi­cers were trained on Gov­ern­ment Process Reengi­neer­ing, Project Man­age­ment, In­for­ma­tion and Cy­ber Se­cu­rity Man­age­ment.
