It is absurd to mandate that massage parlours must not allow people of one gender to be masseurs for those of another. If the municipal corporation is worried that many of the parlours have become shady places plying the flesh trade in the garb of spas, the solution is not to seek to create ‘sanskari’ parlours. CCTVs at entry and exit points and recording details of every client will, if anything, only add to the notion that the entire business is shady. This is a case of throwing out the baby with the bath water. Elementary policing can flush out the offending parlours without tarring all of them with the same brush and thereby killing the entire business.
