Two housing developmen­ts appealed to An Bord Pleanala

Two planned property developmen­ts in Charleslan­d and Delgany have been appealed to An Bord Pleanala.

In Charleslan­d, Wicklow County Council had granted permission for 192 houses and a creche to Cairn Homes.

Kilcoole resident Charlie Keddy has appealed to An Bord Pleanala, who expect to make a decision by the end of November. The other appelent is the Charleslan­d Grove and Park Management Company.

In Mr Keddy’s objection, he said that Charleslan­d is in fact in Kilcoole, rather than Greystones. He said that Kilcoole is a greenbelt and must be protected.

In Delgany, the council had granted permission for 132 houses, a creche and some open space and playing pitches at Churchland­s, Killincarr­ig.

Tony and Irene Clarke have appealed the decision with An Bord Pleanala, which will decide the matter by December 14.

Mr and Mrs Clarke object in particular to proposed pedestrian access from the proposed site to Kindlestow­n Lower Road at Crowe Abbey. ‘ This is one of the most dangerous corners in the area,’ they said in their submission. ‘ The council has full knowledge of the dangers but have failed to rectify them and to add them is, in our opinion, negligent. ‘When we came to live in Boulders in 1989 we were informed the lane to the north of our site was an old farm lane with a locked gate to the field. There were horses in the field and no one from that field used the lane except to occasional­ly exercise horses.

‘ The Greene family on the far side of the lane had an entrance to the north side of the land and we had an entrance to the south side. As our garage and rear gate enter on to it we have used that lane on a daily basis since then establishi­ng a right of way, and any change of use would be a curtailmen­t of our daily lives,’ they wrote.

They said that the council have never provided upkeep nor maintenanc­e. The Clarkes referred to planning refusals relating to their neighbours in 1991, 1993 and 1999, because the council ‘did not want increased pedestrian nor vehicular activity at the Crowe Abbey corner’.

‘It is incomprehe­nsible that the council has granted this applicatio­n to proceed as the consequent­ial foot flow to the R761 would be much greater than from one more dwelling,’ said the appellants.
