HSE says it is addressing the issues raised in the report
Responding to the findings of the report, the HSE said plans have been put in place to address the non-compliance issues identified in the inspection.
While inspectors noted that management resources at the centre were ‘depleted’ with The Director of Nursing (Person in Charge) and the Assistant Director of Nursing (ADON) both having responsibility for three designated centres in addition to involvement in a community based service and the position of a second ADON from the management structure remained unfilled since August 2016, the HSE said a proposal is in development to recruit a further nurse manager to improve the governance and management of the centre.
The report also noted a number of ‘ training gaps’ within the centre and said staff training records showed that training on restraint and on the use of restrictive devices had still not been provided to staff.
The HSE said training was to be provided over the summer and the OT manager has been contacted to give advice on alternatives to restraint. They said a programme to replace existing beds with low-low beds and crash mats will be commenced and pecific training tailored to suit the requirements and shortcomings identified in the audit has been designed and will be delivered to all staff in the centre.
The inspectors said they spoke with a number of residents, who were complimentary of the staff and of the care that this service provided.
Staff were seen to be kind and friendly towards all residents and respectful towards their preferences and wishes.
