* Examine creation of a one-way system for beach traffic during busy periods.

* Plan and phase removal of parking from beach.

* Restrict and co-ordinate parking using bollards, cones.

*Agree and implement spill over parking where required for busy periods.

* Consider green field site in Laytown for spillover parking in busy periods.

* Provide shuttle bus from spillover car parks as required.

* Introduce car free days at beach during beach events.

* Beach warden duties to incliude coordinati­ng car parking.

* Increase dog fouling fines.

* Large bins for busy periods.

* Provide for recycling facilities near beach.

* Prohibit dogs in life guard patrol area from 11am to 6pm during summer months.

* Restrictio­n of horses from dunes at Mornington and within the Boyne coast and estuary SAC year round.

* Increase tourism and activities in Spring and Summer only (April to August).

* Limit access to dunes in Mornington by reducing parking.
