Ryan to op­pose air­port noise Bill

BREN­DAN Ryan, Labour Party TD for Dublin Fin­gal is op­pos­ing the Air­port Noise Reg­u­la­tion Bill which is due to be de­bated in the Dáil be­fore Christ­mas.

Deputy Ryan said: ‘There are a num­ber of things in this Bill which I am against but in par­tic­u­lar I be­lieve that the de­ci­sion to choose Fin­gal County Coun­cil as the com­pe­tent author­ity for noise mon­i­tor­ing un­der EU Reg­u­la­tion 598/14is the in­cor­rect one.

‘This Bill has been de­layed and de­layed by Gov­ern­ment as they are aware there is mas­sive op­po­si­tion to this Bill and real con­cerns re­gard­ing the nom­i­na­tion of Fin­gal County Coun­cil as the com­pe­tent author­ity.

‘We should be ap­point­ing the Com­mis­sion for Avi­a­tion Reg­u­la­tion (CAR) as the com­pe­tent author­ity.’

Deputy Ryan ex­plained: ‘The daa are the largest rate payer in Fin­gal and as such, there are valid ques­tions over how im­par­tial Fin­gal can be in the eyes of the pub­lic when they al­ready share such a close re­la­tion­ship with the daa.

‘It would be much more com­fort­ing for all con­cerned if the Min­is­ter ap­pointed the Ir­ish Avi­a­tion Author­ity. There is still time to do this.’

He said: ‘As this moves to­wards a Dáil de­bate, all eyes will be on Fianna Fáil as they have the num­bers to block this Bill. Their sup­port for this mi­nor­ity Gov­ern­ment will be tested and if Fianna Fáil roll over and let the peo­ple down then I am sure it will not be for­got­ten.’ He said de­feat­ing the Bill would re­quire the op­po­si­tion to pull to­gether.
