IRFU, why doesn’t ‘exiles rule’ apply to O’Brien?

IT WAS interesting to see this week that Sean O’Brien will be available for the Rugby World Cup in Japan, while Simon Zebo is still ostracised.

Does the ‘exiles rule’ not apply to Leinster players? I would like some response from the IRFU but it’s hardly likely as the old boys’ club is still alive and kicking. Philip Chambers
