Started: 2013 - end of 2015 CYRIL DUNNE was the Garda chief operating officer in the summer of 2014. He left at the end of 2015 after being criticised in the interim report of the Fennelly Commission.

A serious breakdown in communications involving Mr Dunne and Nóirín O’Sullivan was disclosed by Fennelly. It noted information about the discovery of recorded phone calls at Garda stations, which had been in his and Ms O’Sullivan’s possession had not been passed on to then-commissioner Martin Callinan for months. Fennelly found that Mr Dunne and Ms O’Sullivan were both ‘of the view that responsibility for briefing the commissioner on the recordings issue, as it developed, lay with the other’.
