The following events took place on May 21 in the years identified:

1954: A Senate of 17 members, six to be elected under universal adult suffrage to represent the county constituen­cies, is recommende­d to replace the Legislativ­e Council to meet present constituti­onal advances of the country. The change and compositio­n of the new body is contained in a report of the Select Committees of the Council, which is adopted at the meeting of the council for transmissi­on to the secretary of state for the colonies through the governor.

1974: Legislatio­n to impose a production levy on bauxite and alumina is tabled in the House of Representa­tives following the announced failure of the first phase of renegotiat­ion of contracts between the Government and the bauxite companies. Minister of Finance David Coore gives notice of the bill titled The Bauxite (Production Levy) Act 1974.

1978: Major League football champions Arnett Gardens become the island’s soccer champion when they draw 1-1 with defending champions Santos to clinch the National Craven “A” club League title before a large crowd of football fans at Sabina Park in Kingston. They ended on top of the tables with five points followed by four time champion Santos.
