Man blames cooking gas for no-movement day breach

Two persons were found guilty of breaching the Disaster Risk Management Act when they appeared in the Kingston and St Andrew Parish Court on Thursday.

The court heard that David Tucker and Kadeen Simms were seen on the roadway at 2:55 p.m. on September 26, which was a no-movement day.

Tucker said on that day, his cooking gas had finished and he ventured to an automated banking machine to withdraw money. Simms said she was with him at that time.

“I was going back to my car in the parking lot and I explained to the police that it was my gas that finished. I told them it was at home and they said ‘well you don’t have it on you’ and that’s why they charged me,” Tucker explained. However, the police report said the couple was asked why they were on the road during the allday curfew and they provided no reasonable explanatio­n. Senior Parish Judge Lori- Ann ColeMontag­ue imposed a fine of $20,000 or 30 days each but Simms told the judge that she only had $10,000 in her possession. Simms was then ordered to pay $10,000 or 30 days.
