The per­son­al­i­sa­tion of key in­sti­tu­tions needed for a sin­gle cur­rency regime has been held back by the de­layed en­act­ment of sup­port­ing leg­is­la­tion by the East African Leg­isla­tive Assem­bly. These Bills have al­ready been cleared by the Coun­cil of Min­is­ters and for­warded to EALA. The in­sti­tu­tions are the East African Mone­tary In­sti­tute (EAMI), East African Bureau of Statistics and the Sur­veil­lance, Com­pli­ance and En­force­ment Com­mis­sion. In April, EALA passed the EAMI Bill 2018. EAMI was sup­posed to be set up by 2015, ac­cord­ing to the ini­tial sched­ule.
