The personalisation of key institutions needed for a single currency regime has been held back by the delayed enactment of supporting legislation by the East African Legislative Assembly. These Bills have already been cleared by the Council of Ministers and forwarded to EALA. The institutions are the East African Monetary Institute (EAMI), East African Bureau of Statistics and the Surveillance, Compliance and Enforcement Commission. In April, EALA passed the EAMI Bill 2018. EAMI was supposed to be set up by 2015, according to the initial schedule.
